Heather Isaacs

PLANNING TEAM LEADER

Heather Isaacs has over 18 years of experience master planning communities, creating & implementing design guidelines for commercial and residential projects, performing technical reviews & managing the entitlement & development process.  Heather has specialized in large scale master planned mixed-use communities negotiating complicated Development Orders and Development Agreements.  Her past public sector experience with the City of Orlando and Orange County has been incredibly beneficial as she has built trust and relationships with staff members, department heads and elected officials.  She is an eloquent public speaker and gifted negotiator.  She also has experience managing engineers, attorneys, and site development contractors through various stages of due diligence, planning and pre-development. Heather is currently serving as Chairperson for the City of Orlando’s Board of Zoning Adjustment and is an active member of the Urban Land Institute, as well as serving as a Supervisor for several community development districts.

Heather specializes in entitlements, government negotiations, large-scale mixed-use master planned communities, neighborhood design (conventional and traditional neighborhoods), pursuit and pre-development management, budgeting, scheduling, permit and approval expediting, and impact fee negotiation/reduction.
