DIRECTOR OF ENGINEERING

David Kelly has over 38 years of professional experience, providing comprehensive civil engineering and planning services in both the public and private sectors. He has managed and coordinated multi-disciplined design teams for all facets of civil engineering land development. His experience includes infrastructure design, project scheduling, budgeting, and project management with specific expertise with master-planned communities, floodplain studies, roadway design, commercial development, 3D modeling, and multi-family developments.

Experience has included:

Land use and zoning documents; preliminary engineering plans and calculations; representing projects at Development Review Boards, Planning & Zoning Boards, City Councils and County Commissions; master planning and final design of infrastructure (potable water, wastewater collection and reclaimed water, roadway networks, stormwater, earthwork, parks and trails; and offsite improvements); permits and approvals through State and Local Agencies (Cities and Counties, Florida Department of Environmental Protection, State Water Management Districts, State Division of Historical Resources, FDOT, Turnpike Authority, ACOE, Fish & Wildlife, FEMA, EPA, and the FAA).
