David Kelly has over 35 years of professional experience, providing comprehensive civil engineering and planning services in both the public and private sectors. He has managed and coordinated multi-disciplined, multiple design team efforts for all facets of project scope, from planning and Due Diligence to engineering/design and construction administration, for both private and public sector clients.
Experience has included:
Land use and zoning documents; preliminary engineering plans and calculations; representing projects at Development Review Boards, Planning & Zoning Boards, City Councils and County Commissions; master planning and final design of infrastructure (potable water, wastewater collection and reclaimed water, roadway networks, stormwater, earthwork, parks and trails; and offsite improvements); permits and approvals through State and Local Agencies (Cities and Counties, Florida Department of Environmental Protection, State Water Management Districts, State Division of Historical Resources, FDOT, Turnpike Authority, ACOE, Fish & Wildlife, FEMA, EPA, and the FAA).
